I believe that exiting the game and entering again will empty your block list.

You can also try re-installing it (Saw from a forum that The-Sakura posted in about it) But I'm not positive this is true.

Or, you'll have to wait and unblock him when Outspark puts unblock feature in the game.

Yup! Korvayer and xpierules are correct. Be careful who you block (I know, with the spammers in town it can be tricky) but the above-mentioned actions are the only legal way to un-block someone. If logging out and back in doesn't fix it, then uninstall/reainstall the entire client.
