It's the same for all classes.
Pow increase attack.
Int increase magic skills...(For Mage/Apprentices and Acolytes/Clerics.)
Agi increase attack, speed of regular attacks, and dodge along with critical.
Men increases casting speed, so if you'd like to spam you skill instead of skill/regular attack/skill/regular attack..etc, you would just be able to continuously use skill attacks.
Sta increases your hp (health points).
Wis increases your mp (magic/mana points).

For scouts, I think the most recommended is to go full power until you get 60 power, then add at least 15-20 men to spam your skills instead of needing to use regular attacks. After getting some men, go back into adding more pow.

To the best of my limited knowledge, this is how you increase a specific stat, in other words the opposite of what Euphie said,

HP: get STA, You also get some every time you level up, I've just never paid enough attention to how much

MP: get WIS, You obviously get some when you level up, once again I never paid attention to it though, I'm fairly sure it differs based on class though, since me and my brother are on roughly the same level with identical WIS and STA and his Squire has more HP and far less MP than my Neo does.

Carry Weight: Increases by 5 every time you level up, and Increases by 30 for every POW

Attack: Approximately increased by 1 for each POW, and increased by 2/3 for each AGI

Defense: Increased only by your armour

Magic: get INT

Dodge: Approximately increased by 1/3 for each AGI, or increased roughly 1/5 for each MEN

Attack Speed: AGI roughly increased by 0.005 seconds per level.

Move Speed: No stat increases this

Hit Rate: roughly 1/4 increase per level of MEN or if you prefer 4 MEN equals 1 Hit Rate, to the best of my knowledge Hit Rate is more or less your Accuracy.

Critical: MEN and AGI, increases really slow with AGI, not sure how quickly MEN increases it, but I hear it's better.

Skill Critical: MEN and AGI, increases by around 1 for every 5-6 levels of AGI, once again I'm unsure exactly how fast MEN increases Skill Critical I just know it apparently does.

This is just what I've noticed so far, I don't really have a whole lot of data to back up any of it though.
