UI reset when I apply change the Graphical Setting

I've altered the UI, add some more hotbars (some verticle), resized chat boxes, positions etc. And when I change the graphical setting, like LoC, BG, shadow... even single change, and after I click "apply" button, the UI resets, well.. only positions reset, the no. of hotbars, modified hotkey still remains.

Is this a bug?

Maybe you have reset interfaced checked on?

Have you tried putting up several interface bars, and seeing if they all reset?
