To answer #1: Skill points for STR/SPR/END/INT/etc? Yes. If for empowerment points, then that's every other level.

To answer #2: You can't. Only Official Outspark staff can do such.

1 Stats point every level , 1 Skill point every odd level except lvl 1.

LVL 6+ is able to get Brodcaster.. Shout 500 times to get it ( I think)

i dont think he ment title, but they are correct, stat points 1 every lvl +5 1st class change +10 second.
skill poits every uneven lvl except .

Remember - when trying for shout titles, go somewhere secluded as not to be reported for spam shouts. Echo cave is usually relatively safe, but anyone anywhere can report you for spamming so be careful.

I thought you could still equip a max of 3 titles... if I am wrong, someone please correct me.
