Wow man, sorry to hear that. I know sometimes what people do (what I'd do personally) is find someone of good repute to do the enhancing, preferably someone here on the forums, not someone shouting "Will Enhanz for $$z" in town, then I'd make sure my screenshots were working, then I'd call a friend to witness the whole exchange, then give the item and the stones, and no $$ until the end.
Even if you did all this, I'm not sure what sort of remedy there is to some lowlife cheating you other than posting a thread about it and maybe contacting a GM. Either way I'm sorry to hear you went through that, it's jerks like that that make it hard for us enhancers to conduct a great service for our fellow fiesta-ians (and of course make a few in game $$ on the side).
If you're in need of an enhancing (right now only on Teva) going forward and can't find a guildmate, look me up.
P.s. There's always Guild warring as an option to I suppose :)

you cannot declare war on him for his entire life because that is warring for revenge and against ToS. And it is your fault for giving him the weapon. most likely it didn't break. He upgraded it to +9 and sold it for a huge profit. Nothing can be done about this. Just don't let other people upgrade for you

the best thing to do is never let random people enhance your items for you as they could easily steal it from you. the best thing to do is pay a trusted guild mate or friend to enhance it for you. a random person could and will take advantage of you and will just steal your weapon away from you and either use it or sell it. which is why I only let trusted guild members or very trusted friends to enhance my weapons for me and in the same time I could enhance stuff for them too from time to time if I get lots of perfects.

~sighs~
actafoolone, everyone here is right. NEVER give your equipment to anyone, period. Once you do, no matter what was said before, it is now theirs and although you can take screenshots of before and after the transaction and report them, the questions is always going to be 'why did you give them your <insert weapon/armor/item here>?'
Although we are all out to catch scammers in the act, players have an equal responsability to not get scammed as well.
I am sorry this happened and hopefully it will be a lesson to you that what's yours is youts - keep it close to you at all times. Once you hand it over to someone, it's very possible that you may never see it again. :(
Sorry I can't give you more chipper news.
