I'm having the SAME issue as last time... and everything is just going to "Not Responding" every time I open the game... BUT... this time it says that the file name is "Fiesta.bin" and I've never heard of a BIN file... but yeah... all the same.

I have the same issue, but I'm running on XP, there is a file called fiesta.bin, which is basically the client for the game, but in the last patch for whatever reason, it was deleted from our computers.
a way to fix this might be to reinstall the game.... but if I have to go through that for every patch.... then forget it.
