Weird Spell casting Bug

sometimes if i died and i want to use a skill it cost no mana it doesn't got cooldown time and it has no efect anymore.
And then i lose time when im relogging (quit Game)

That's because you're "idle". It's a cooldown of sorts that happens after you respawn or log in or move between maps.
