A KQ is a Kingdom Quest. You sign up with up to 14 other players to defeat monsters and share in the rewards.
There are quests for players who are level 7-16 and others for players 17-25.

And another for 20-32. After that there's a 20 player KQ for 33-45, but as far as I know it hasn't been conquered yet.

so is a kq the fastest way to lvl?

It depends on your level and who you play with, but in theory yes. Just make sure you have a good party set-up, like 1 cleric, 1 Wizard, 1 fighter, 1 archer. I would suggest to put 2 clerics in the party of the Fighter who will be doing the boss tanking.
