My advice - Save all skill points for nova, magic burst, inferno and if u want fear - everything else is junk or useless

YES level up firebolt.
Once you reach level 49, and have more skills the higher one is more useful. There is practically no need to spell spam anymore 50+ and up ;)
I'm a level 62 mage and right now I dont' need to use any level 1 spells since other spells are there. So you should upgrade it :D
