I know this sounds pretty dumb but does the whole downloading thing cost on the internet bill?

No it doesnt =). Your internet provider only charges you for monthly internet. You can do whatever you want on the internet and they will only charge you there fee for having the internet.

The only downside about downloading is it probably takes up*a tiny bit of*space on your comp. Nothing else.

Unless you have a dial-up service which (depending on your phone plan) CAN charge you minute to minute. Or if you are using a demand dial service such as frame relay at work.
If you are doing from home via DLS or Cable you should be free to go.
