Scouts can attack with fists and can shot arrows closely too

Yes you can shoot when the person\monster is right next to you.

You can, but I think you miss more when shooting arrows at a very close range.. And because you're being hit.

The hand-to-hand only occurs when you are out of arrows, or forget to equip them.....and it is not very powerful, as you can well imagine.
