Unless u r high enough to have learn the higher level of skill u cant adjust it. if u r high enough to learn the skill hunt for the skill book or buy it from skill merchant. Also the skill merchant dude can let u view the next skills and wat level u need to be to learn it.

You need to get it from monsters or other players. The skillbookmerchant only sells level 1 books up to level 61.

By right-clicking the skill on the hot-key bar you can press on the right arrow and click on "check" to use the next level. The same can be done by clicking on the left arrow if you want to downgrade.
