Skill points? Or stat points?

Hey guys how do i have to use the points on a mage?
Well for Fire bolt Str
Well for Ice bolt duration time (only once)
Well for missle bolt str (recommend decrese cool time)
well for lighting duration time (only once)

For stats
Either full Intelligenct
or full spirit or
25spirit rest intelligence
