im trying to find out if having/starting a guild is available if so how do i do it? what are the requirements? if not when will we be able to start one up

Guilds are not up yet, and no one is sure when they will be. Predictioms say in the next month or two. Though, rider said he didn't know when the Bunny Ears would be in the cash shop, and they came the next update. <_<; So you never know.

We are not able to start guilds yet and have no idea what they will include. All I have heard from the GM's as of when guilds are coming out is soon.
