You can get it at Lv20. Either pay 400 fame for the scroll or get it as a quest reward at Lv20 (you need to do quests before it though).

Thank you, for the answers in this thread, as I have had ppl ask me to bring them back to life, in the KQ and the lvl limit for that quest is 16.* I felt really bad for not being able to help them, but even worse for not bringing them back to life.* Now I dont feel as badly.

You need to be level 20 and finish the level 20 class quest to use the scroll.

Scroll indicated requirement:
- Require level 20
- Class: HighCleric or Higher (*Note: you get HighCleric after you finish level 20 Cleric quest)

So no, you can't get the quest at level 16 and even if you buy the scroll using fame point, you can't learn it.
