he probly means like a ladder showing who's the overall highest lvl, and highest lvl of certain classes, and maybe even the lvls in skills

Every game I've played that used such things has been a grand old Charlie Foxtrot. The problem is, too many people already play MMOs as if they were FPS gank-fests.
