you need to press the enter key to bring up the chat bar, which allows you to speak, and then press the enter key again when youve typed your msg to get it out there!

As stated above just press enter to type.
Some find the chat bar a pain while grinding. So if you go into your game options click on command prompt. So after you type in something the chat box closes, and you won't die from it still being open.
Also /s is shout, you can only shout at level 6+
/w name is a private message
you can also respond to a whisper sent to you with /r
/p is party chat
/g is guild chat
No chat codes will let you type in normal chat, which can only be heard by people nearby.
