There has been a lot of dicussion across the boards concerning what is and what is not harassment in a guild war. Well, after talking with He Who Shall Not Be Named (aka GM_SnakeEyes), I have at least two clear-cut, bare boned rules that may help you all out.
Please understand these are not negotiable nor can they be easily accidental. In essence, the only way to violate either of these rules is to do so knowingly.
Why? Because no means no....
SHROOM KILLING: Shroom killing or repeated shroom killing can be considered a violation of the guild war rules and harassment if the shroomed target announces they do not wish to engage. i.e. tell you to stop attacking them. This does NOT mean they can rest up then start attacking others. If you advise someone you are not wishing to engage then you are in essence saying you are not a part of this war, period.
GRIND MURDERS: Attacking guilds outside of town is acceptable unless they request you to stop and they do not wish to engage. If they declare they are grinding and do not want to war, and are attacked, that action is reportable.
Remember, any reports of harassment must be sent to GM_SnakeEyes or GM_silkypico (usually GM_Dakkon but he has been unavailable as of late) WITH SCREENSHOTS. Reports without reliable proof will not be considered. (video would be best, but screenshots are minimum)
I know what some of you are thinking…. What’s to stop someone form attacking, then calling parlay? Well, as far as I know, once they engage they can offer surrender but it is up to the opposing party to accept or not. This does not mean, however, hunting them down and killing them repeatedly. Once is enough.
And to protect those of you who are attacking, I encourage you to grab screenshots of the activity as proof you were within your rights to attack.
Food for thought.

Along with consentual shroom killing goes AFK shroomers and Shop shroomers as well I would add - this is a much better clarification though ^^

Hehe, this is pretty definitive. Although there's a 3rd rule hidden in those 2; Leave anyone alone who says they wish to stay out of the war and who do not attack you or your guild-mates.

#4: No stalking and hunting down of players who are obviously not fighting.
#5: No attacking people who are merchanting
#6: When there's a Guild War against Dakkon, Dakkon MUST wear a thong, nothing more ^^

This is great news. Despite not being in a guild I have witnessed a guild war where my friend who was shrooming next to me having a chat with me was killed repeatedly. Everytime she returns after respawning to shroom with me they come back and kill her even when asked not to by the same person. I consider that harrassment. I was extremely disgusted with that guild and their lack of honour and game ethics.

Here here... I agree with some set rules on this.
I got shroom-killed numerous times, and even after telling them to stop, they ignored me. Even after re-spawn when i had hardly any HP, they hunted me down and killed me again. This was also by a much, MUCH higher level guild who damn well should have known better and my opinion of them now is one that I probably shouldn't say in these forums >.<
I unfortunately cannot take screenshots!! If I could I would have offically reported their behaviour. Stupid computers... grrr... :(

There has to be a "PrtSc" key on your keyboard. Push that.

Question Scenario:
Guild 1: <attacks Guild 2 at spawn and AFK/Shop mushys>
Guild 2: <active players actually come in and start to pick them off>
Guild 1: <runs out into CP>
Guild 2: <runs after them into CP and begins to continue to attack them>
Guild 1: Stop we're just hunting why are you attacking us while we hunt <takes snapshot>
Guild 2 ends up looking bad because of the false report.

Oh yeah, trust me I've tried that. I even went to the folder for 'fiesta' to see what was in there, and there WERE screenies in there, but all were very old, and now I cant seem to take anymore. I really cannot figure this one out, and it is annoying because now I can't report people who I can see are blatantly abusing the game... Didja hear about the one where someone sold slime mat's as PETS?? omg... think I could get a screenie to prove it? NO... >.< (His name was Hazam btw...)

Maybe you have to post each one in paint now and save it as you take one? My old computer has to do that. My newwer one just saves each one automatically to a Fiesta folder...
And oh my god... I posted a HUGE comment about this. And what did I get? Flamers and people telling me to go find another guild if I didn't like it. OR just check out of the guild war...
But I STILL get shroom killed. I was either resting while afk, or in vend while afk... >.> I go upstairs to get some food, come back a half-hour later and I'm at the spawn point with only half my hitpoints, and no shop. >.>
If anyone wants it, I'll go hunt down that post I made for this thread and repost it. I was trying to make a point, but no one would listen. I hate it when that happens.

A few weeks back I saw what I considered to be the worst pvp incidence I have seen on Fiesta. TEN guilds combined together and warred TWO AFK players who had set up shop and gone to bed. First they were killed which shut their shops down, then as they spawned in town they were killed over and over and over and over and over again.
I made my feelings well known as this was going on, because in my opinion it showed that the ten participating guilds were all weak sauce because they had to wait till the two players were afk to take them on. Members of the guilds tried to validate their attack because of map stealing incidence but sorry that didnt cut it for me.
I also note that on Dakkon's post about guild wars he says that shroom killing is not nice but not an offense.

Yeah screenshots are minimun...
A guild wared us and I was the only Member who was Online they killed me when I was writting. After that i came back said I'M NOT FIGHTING and they killed me over 5 times in a row. I said that over 20 times they didn't stopped. And i can't make any screenshots I pushed all buttons on my keyboard I don't have the button "PrtSc" and that means i can't report them or what?
That's annoying i can't report KSer and this Guild. What can I do without sreenshots? Is there a chance to report them without screenshot?

lol thats too funny how many times the rules have gone back and fourth from what u can and cant do lol
too funny
edit
if you dont want to be in a war they can leave town, not hard to do, or leave the guild, its a persons choice as OS have said in the past, hence why i said back n fourth on the rules to be in a warring guild and takes the risk of that, u dont like wars? join a non warring guild (meaning a guild that cant war)
esp when a guild declares on you and etc etc
they are fun :) they only last 1 hour anyways :) other mmo's dont have such problems i dont see :)
edit, omg i didnt even look at the dates, pserson above me brought this from the long dead
