Weapon Licenses ?

Hello everyone. Here's my question


What exactly is the License Registration thing ? I've done the quest, and my weapon has got "Ratman killer sword: 0% (Damage: 15%)".


Could someone explain me what this means, cause I do not understand though I've carefully read the quest text.

Come on, man, nuke it out. You're a ratman killer. You get an extra 15% damage when you kill them. The 0% suggests that killing more with that sword will raise that percentage and, by extension, the damage bonus.
