After completing (successfully or unsuccessfully) any item enhancement with Smith James in Roumen, I'm unable to speak to him again until I speak with another NPC first.* This happens consistantly.

I had that problem too and did some troubleshooting.
Basically you are either hitting the esc button or the [x] in upper right corner to close the enhancement window. If you click the [quit] button he will talk to you immediately without trouble. Also, if you do happen to do either of the two by mistake again simply turn around access a vender house and talk to smith again. Its a simple bug and to make sure they fix it properly everyone should bug report it.
