Vista Installation Bug

After reading many posts about installation problems with vista where admin rights are used, brings me to the conclusion that it is a bug. Like many of the vista users, I double-click the icon of the game download, only to see my blue circle (hour-glass) spin for like 15-20min before it accepts that you initiated the command to load installer.
