Is this quest broken or not?

I'm not sure whether they mistranslated that quest or if its broken. Anybody know if its working or not?

As far as I know its not broken but the first step is to go to the guy the Guild Plaza...I cant remember his name, Edelberg or something like that, the guy with the glasses.

Go to him first, then you go back to the Architect in the Magician's Convene.
