You learn scroll production under the skills tab(K).
You buy scroll recipes from a skillmaster( Ruby in Roumen) under alchemy tab.

Im pretty sure roumen has no scroll recipes only the other crafts.

Ruby does sell beginning scrolls.* Open up the skill purchasing window.* IN the bottom, right-hand corner, click the -> arrow to go to the next page.* Look for an Accuracy scroll.* That's the one I bought and for some reason, it taught me the Power scroll production skill.* *shrug*
