Healing lag/delay or a dmg delay

Detail: Every now and then, i get a delay in healing. This issue mainly happens when i'm on low hp. I press my healing skill key and the light shines on me but then it takes about another second to heal by which time i'm dead or very low hp. This might also have to do with the damage delay. This is where i get hit and lose hp then it shows me 1 second later the damage count.


*I live in Australia so might it be just me?
