Is this normal???

Ok let me get straight to the point. The other day I reached lv 40 on my aco. Today I visited Eir for the first time. I go to the Hotel and there is another aco there but I noticed that she was wearing low level clothes. (U can tell because low level clothes look diffrent from the clothes that lv 30+ people wear). I clicked the inspect option and she was a lv 25. I didnt think that low lv players could access Eir. And if things didnt get any weirder over half my money vanished after I inspected her. I keep real good track of my money and took into account that it cost money to warp. Only about 8k vanished so i'm not complaining to badly but that still dosent compair to the fact that there was a lv 25 standing in front of me ... IN EIR!!!. Is this normal?

You can easily find high lvl players to escort you to Eir, but you can't teleport there until lvl 40. I partied with a lvl 28 aco a couple times around Eir. It's not a big shocker to see some one below lvl 40 there.

Not sure, but after weddings and stuff, low lvls are left in that town until the transport out.

thats actually the easy one... I got teleported there for a wedding, and location saved. I was like level 40 or something, been repotting in Jott ever since.

Getting to Eir isnt too difficult, I took my disc (when he was an aco) there with a party at around level 30. Still funny to see. :D

Yep has said its easy to get to eir, u just gotta take the route east outta cv and keep going till u get to eir, that said if ur going on ur own and aren't a squire then ur gonna have to have lots of pots and track regular cos the monsters can slap u round quite a lot!
