Tonic For Sick Ogre

I did a little bit of looking around, but i didn't see anything about the "tonic for sick ogre" it says its a quest start item...and to take it to avron( the stone vendor in elderine) but you get no quest and you cant turn it in to her. Anyone else with this same issue?

one of many bugs this game has.. the funny thing is. they seem to be very eager to add new donation items.. and fail to fix the quest bugs that have been here for months..

shows that they are after.. dont you think?
