patch issue!!!

my friend is trying to install the game and he gets this error when trying to manually patch


Aborting patch. Could not find the apps.conf file at: c:\users\public\outspark



I dont know he installed the game and all what could be wrong?

Yeah.........well, I'd say reinstall and re-download.
