Yes, Secret of the Solstice is free (with a cash-shop for those who wish to spend money...). I'm pretty sure that it's accessible from the Phillippines because I have seen Filipinos in game, but that was months ago.
It might be nice if a more recent SoS player could clarify this though...^^
