It prevents you from signing up again. [Don't worry I was confused about signign up twice too... I'm sure you thought that you had to make an outspark account, then a fiesta account to play, actually fiesta jsut isn't out yet, but it should be in closed beta soon and open beta sometime in July]

A closed beta should be released within a few days...

Open beta will come sometime after, estimating mid-July.
