Gathering bar

Ok kind of a dumb question, but I still havent figured out *** the little bar with the orange stripe is when your gathering something up is for. Someone told me to click on it, others right click, but nothing happens. Can anyone give me a REAL explanation as to what its for?

All it seems to do is when you happen to left click it when it's in the small area is decrease the time to gather. I haven't seen it do anything else like give more items...increase the chance of the more rare ones...etc.
