Okay. So, since it said I was missing the fiesta.bin file, I took a like in my outlook program files and was able to find Fiesta.bin within the Fiesta folder. Because the folder was hidden, I was not able to find it earlier. I made the Fiesta file folder read only by rightclicking. I launched Fiesta again and it worked to some extent: I am able to actually get the game going and can hear the music playing in the background, but all I see is a white screen where the log in screen should be.

I also made sure that compatibility mode was not turned on. This did nothing.

It seems the fiesta.bin problem has occurred with a lot of people besides myself. I have provided the information that seems relevant, so please do your best to resolve the issue for everyone running into this problem, myself included.

ok, not sure if this will help or not, but worth a try.

I had similar problems playing other games under vista, and found DirectX to be the cause.* while Vista runs DX10 it is missing alot of essential gaming files from DX9.* Install DX9 overtop of your current (it wont effect it in any way, just adds the missing files).

It resolved alot of issues in gaming for my system.
