Its probably because you are doing it before the kingdom quest is up and ready to start. Here's what you do.
Go to the elder (or whoever the npc* is) down in the town square a few minutes before the event starts. A minute before the kingdom quest starts, keep selecting it in the chat window between you and the npc. Finally, when the time on the screen gives the same time as the event is suppose to start, then it means that it is time to register for the event, so continue clicking on the 'join quest' button (or whatever it says), and a message will say you have succesfully joined it. Within 10 secondes, you will be transported to the 'quest zone'. Keep in note that only about 15 people are able to join one of these 'instanced' quests so you have to be fast.

There's not even a need to go to the town elder. just click the hourglass on your mini map to call up the KQ list.
KQ's run every other hour and depending on your time zone would depend on the even or odd hour as it shows them in local time. they run on odd hours if you go by GMT time
