problem with skill scroll

I tried a production scroll. I get use it. I bought it. I knew I was at the required level and skill points. There was nothing saying what I did wrong. It just said I couldn't learn it. Any ideas?

u hav to pick the 2 skills u want your character to hav in the skill info screen, and u hav tobuythe right learning scrolls for those 2 skills*

hmmm are you at the skill exp lvl for it?

I'm having the same problem. Unfortunately, I'm beginning to believe that it is some sort of a glitch. Maybe we should report it as a bug? Nobody seems to have an answer.

was it a tier 3 production scroll.
