wnating to know how to start a guild

ok from what people have been telling me in the game is that i need 10 million and a lvl 66 char starting the guild.... but no one has a clue where we go to actually start it.. We plan on calling this guild M.O.D which means Merchants of Death! like i said before if you could send me a message or reply here that would be awesome. thank you for your time.

you start it on the second floor of one of the guild bildings i think.
