It might be from when BR accidentally opened to the public. Remember the quest where you kill fire spirits (I think) and this other one..where you get 1 million experience for one of them. OutSpark later took out the quest rewards (the 1 million experience) that you got, so if you were one of the ones who level'ed with the quest, you get de'leveled, and if you were wearing a higher level equipment, as long as you don't take it off, even if you were a level 1 that leveled to 3X, you're level 1 can still wear that 3x equipment. Same applied to skills...and I'm sure about the free-stats.
I'm only thinking that that one person is one of the ones who used the quest to level up, then got de-leveled. Therefore, able to have the 3X equipments.
[Only an assumption, not sure if it's true.]

He only has 625 HP so no. However, _TheDoctor_ was telling me about this in whisper.

Yeah, he had to have done one of the Br quests.. And he's not 30, around 34~37.

High'ish END equipment + extender maybe?.... I'm not a fighter, so not too sure about it...

He's done the Shadow Quest, hence, the Clever Fighter title. ^^
Which is why I'm fairly sure its because of the BR quest...
