According to the wiki, there's a potion production skill that makes an antidote. Skill Master Ruby in Roumen doesn't sell it. Does it exist in another town or at all?

You have to buy it either from the Skill masters in Elderine, or I am pretty sure the place where you get it is from Item Merchant Nina in Elderine. You have to buy those extra skills with fame though, not in-game money. I assure you it exists, though whether it is worth it to create antidote potions, is a good question.
I wouldn't recommend it, no one buys anything but HP/SP potions. I would just work at creating those pots until you can make T2's. Then you can make a pretty penny when you vend your pots.
