You must be level 66 and have 10M kron.

Once that is accomplished, go to the second floor of any Guild Office and speak to the "guild master".

I kinda of object! Caues I know (BloodHeart) started his first guild at lvl 20 so u dont have 2 be lvl 66, pple just say that, but u do have 2 have 10 million kron. Long story to explain it, you do need level 66 to start a guild just not a level requirement (For me) to actually lead one. :P
