who and how do i ask about lost quest when servers went down

What do you mean by "lost quest"? You'll have to be a lot more specific than that if you'd like answers...

I'm not too sure...but I think they might be asking why a quest suddenly disappeared off their quest list.
I'd bet a few silvers that you accidentally gave up the quest.

Or the server had a slight rollback and you "lost" that quest. ... Another reason could be that you didn't log off in time for the server restart thus making you lose information.

Or if it's an event quest it gets removed automatically when the event ends. Or even when it's a normal quest but it gets removed temporarily due to an exploit / bug.
