Because you are not a cleverfighter.
You need to complete your jobchange quest first.

You need to complete the jobchange quest first. Talk to the warrior NPC by the fountain in Elderine and he will start you on your quest towards being able to use level 20+ stuff.

First, You'll need to go to Elderine and see Skill Master Marty. If you don't know where he is, pull up your map with "M", he's one of the four skill masters near Shutian.
From there just follow the directions from what the NPC's tell you, and when you get sent to Sean, stock up on a fresh set of Stones, Scrolls, and Potions.
After you find the Shadow Key (Rather easy to find, just kill the monsters near you, Phinos, Greenkies, ratmen, etc) scroll up and go into the Shadow Dungeon and be prepared to fight right away. You will have to fight your clone for a bit, and then it'll talk some smack and run off. From there kill every monster you see, otherwise you won't be able to progress.
Once you get to the room with the blue light, follow it. Once the lights come back on your clone will appear again, along with some monsters. Kill off the monsters first, and then focus on your clone. Sometimes they will reappear in the middle of you fighting your clone, just simply dispose of them, they aren't that strong. And then just go back to killing your clone.
It's pretty easy if you are prepared, and especially for fighters and clerics due to the defense.
After you do all of that you will be officially a Clever fighter, and can wear any type of gear with the Cleverfighter requirment, along with skills.

Its not hard, just bring crystals and get buff. Easy.
