where do you go to buy aim scroll production, and why isnt it on my list of scroll productions?

You get them from the NPCs who sell spells. The Aim Scroll is called the Acuracy Increase. However, when you buy the scroll and learn the skill, under your Alchemy list, it's the first one one your list entitled Power Scroll.

Skill Master Ruby is the person in Roumen who sells them.
