I heard from a friend they were from a quest but im not quite sure which one, so if anyone can let me know I would be very happy. Thanks.

they were from a valentines day event so yeah technically yes it was a quest but it was a special quest for valentines day

It was a special Valentine's day quest.
Get a King Chocolate[?] and get it to .. er. Kid Woz? And you get the crown.
But it was a seasonal quest.. and the crown item is permanent. So whoever got it then, got it.. whoever wants it now.. can't really get it.
Unless if there's a new quest for it or if the item appears for sale in Fiesta Store.. which is unlikely, but you never know!
..but otherwise, yup..
