So it requires tough meat correct?

Well, are those tough meet can be looted from any mob or there is a certain monster for that particular requirements?

No, I think it's the lower lvl beast and maybe humanoid mobs.

Any drop that comes from a monster is used in some type of production skill.
Meats you can get from Beast, or summoned beast type monsters. Tough meat is very common so you shouldn't have too much problem getting it.

What is your level? I could point out some monsters near your range that could drop this for you.
