For a face makeup (change hairstyle/colour, eyes) you will need a cupon you will need Spark Cash for. I do not remember its name but you will first need one of these to change look.
The NPC to talk to for change look is at Romuen, closest the storage thats located down to the map.

You can't upload custom avatars, but you can choose from avatars that are already made for Fiesta, SoS,and B n B.
Just go to Options at the top of the page on the gray bar, then go to Edit Avatar. From there just peruse through the avatars available and pick the one you like best.
