No it does not only the Spr Points added from free stats will increaqse your Critical %, The Spr on Weps and armor will however increase your SP and M.Def as normal.

Unfortunately, the only ways to get more crit are to buy high crit weapons, your free stat points, and items from the Cash Shop.
