Can't Talk

I don't know if this is a glitch or what, but I can't just press enter to talk like people are telling me I should be able to. I have to actually keep the chat commands thing open and click "general chat" whenever I want to talk, then click it again when I'm done. That's kind of hard now, and I'm it'll be harder when I'm in bigger parts. Is there anyway to fix this so I can just press enter? I checked the shortcut settings and it's set to enter.

Also, it's NEVER worked and i've been playing for almost a week I think.

Hit esc, go to graphics settings (or game settings, can't remember which), find the button that says reset interface. Hopefully that works.

I found the button, but it didn't work. Thanks, though.
