Guild Office Quest Bug

I have been lvling a new alt and reached lvl 30 a while ago and the quest news said I could do the mine punitive force quest.

So I went to the Guild Office in Essene to receive the quest and it wasn't there o.O;;

Then I went to try the one in Brynhilld and it was available there O.O! Along with some other quests...
