Just because one type of monster drops certain items, doesn't mean it drops the item every time. You need to spend at least 30 mins killing those monsters or even longer.

I think the white snakes one map north of Candyvault also drop the necklace.

I spent 4 hrs at north of Essene killing White Snake and I can't find it...then i spent another 4 hrs at the east of Essene...again nothing...but as soon as I entered West of Essene (a place call Sudden Hill) immdiately i found it...the necklace is call Beltranis's Necklances...and u know what?? I almost 2 lvl (I went in when I was lvl 36 now I'm almost lvl 38) up just by killing White Snake!!!!..not to mention got killed by frogs many times just bcoz i was trying to kill the sanke and ignore the frogs

By the way, I spent another hr at Sudden Hill killing White Snake to check whether it was luck or White Snake easily drop the neclace at the area and guess what...i found 3 neclaces

So there u have it...go to Sudden Hill, west of Essene

idk maybe im a bit late on this i didnt check all the messages.. The Necklace is dropped by a Robin Fly, got it on the first kill. Go west of Essene to Saifield Forest.
