Hello,
I'm abroad for summer (China) and thought I would log in with the free time I had today, but was given a message upon doing so that the version I have was incompatible with the region i am in...it gave me directions for a site where I would be able to download another version, but I had a few questions/problems about this....
1) umm...I don't read Chinese characters very well...so I have no idea what areas to click on to dowload it (is there a translated section or am I out of luck in this part?)
2) I was going to make an account for my gf -who I am here visiting, so we could play together (and possibly have some fun with the IGM system comming out)...will this alternate version needed make it impossible to do so (ie...do they play on a different set of servers? considering the number of people I have seen from Singapore, Spain, france and Germany, I would be greatly annoyed if this were the case...)?

China has their own version of Fiesta and Chinese IPs are automatically routed to that version. The version you are playing is the US Fiesta version so no, you cannot play together if she is on the China server. Japan and Korea also have their own versions and now EU has too.

From I can discern from your post you said you were in China? If so, your current "localized" version of Fiesta would be Shine Online if I'm not mistaken. Since it is, well, localized, it's only in Chinese or similar language. Which is to say you're out of luck.
For your second part, I'm not quite catching your meaning. If you brought along your labtop it probably has your former localized version so you won't be able to access your own "server". You'll need to have your girlfriend help you, if possible, set-up accounts on Shine if you want to play together.
But after you return home you will no longer be able to since your IP will be banned from there, which is your current problem; your IP is banned from accessing your "own" version of Fiesta. I'm pretty sure it's nigh-impossible to get around this and even if you could it's illegal.
My suggestion would be to enjoy your time playing Fiesta with your girlfriend for the summer. =] There's not much you can do in this regard.

My meaning from the second part was would it be possible for us to play togther when I go back home after summer? It would seem kind of wierd to me that people in the Philipines and in Singapore can play with people in the US, but people in China have to be on a different set of servers...

They have different set of servers because they are distributed by different companies.
I'm not sure if Singapore can access the China servers but I know she can't play US Fiesta from China.

While in China, you can only access Shine Online. When you're back home, you will only be able to access Outspark's version.

Im in China, and i can play the English version. Easy.
Just download the international server, like Ultrasurf...
I got it from my friend.
The first time, i cant play too, but now i play almost 24 hours = =

Really? Do tell me, please...how do I get this "ultrasurf"? I'd ditch my DOMO account (made yesterday) in no time flat if I could get onto Fiesta from here!

My suggestion would be to not go around in the forums openly talking about proxies. If you want more information, stick to Private Messaging.
We don't really know what Outsparks stance is on Proxies... but lets not find out. Since it will probally become abundantly clear once EU becomes blocked.

Basically, it's something that Outspark could deem as a violation of their ToS. I'm not 100% sure if it's not already covered.
You could be banned for using a Proxy
So if you're going to try using one, keep all talk private, and don't go announcing it.
