im currently level 45 and im not sure whether i want to be a scout.
i was wondering that if i overlevel above 45, do i still have the choice of becoming a scout without any drawbacks?

yes, you can change at any time.
IMO at lvl 45 it's faster to level a scout, though i like the rogues AOE ability at 66 giving faster levels, while the scout has bad amor making it VERY hard to AOE till much later (with some increadibly expensive equipment).

so what class is stronger against monsters 1v1.
i know this question is very vague, but eventually, at very high levels, which will outdamage the other.

it really depends on what you like.
on monsters 1v1 a scout/acher will pack more of a punch(though assasins with duel wielding also pack quite a punch). they can kite from a distance and deal out the most damage. Though they have really bad amor, and have problems when they encounter 2+ aggros. they can only ankle bind one at a time, so often have to run for safety. while the rogue just dodges the monsters, can tank a bit, and has good stuns and other skills to use, and if all else fails can go invisible to save your life. there is also a lot of tactics with how to use both classes in PvP, to best utelize the skills available.
I don't think you can say there is one "best" class, they are all different.
it is really a question about what playing style you like
I have both rogue and scout, i can say they are both a lot of fun, you just have to decide what clqass seems to suit your playing style best.

In this game the highest level person is the person that is the most addicted to the game and grinds hardcore with all their time. in the end it comes down to who keeps playing longest, many of the really high level people have quit, or started plating an alt, because the exp sux at high lvls and it is dead boring to grind for many hours and get pathetic exp.
