Cannot use Add Member for guild

I am guild master of Random_Kindness Guild but cannot add any members to the guild with either myself or my alt who is Admin. I have attempted the following to resolve the problem:

I have reset to default to make sure my settings are ok.

The applicants in question were guildless and my guild is not full. The first applicant may have been European and I thought that may have been the issue, the next one was not.

I do not know if any of my other Admins are having this problem yet.

I have also done a hard boot to make sure it wasn't my pc and run all diagnostice I knew how to run.

Please help.

Have the applicants each check their settings to make sure they do not have it set to auto-reject guild invites.
